Resolution in Support of Limiting and Regulating Short-term Vacation Rentals in the City of San Diego
WHEREAS, San Diego faces a severe housing shortage that has driven up rental and home prices, and the proliferation of short-term vacation rentals (STVRs) has removed thousands of housing units from the market that would otherwise be available for long-term residential use, further limiting our housing supply and deepening the housing crisis; and
WHEREAS, the conversion of homes into STVRs inflates property values and sales prices, as investors purchase homes for commercial short-term rental use rather than for residential occupancy, thereby increasing neighborhood housing costs and pricing out working families and long-term residents; and
WHEREAS, the loss of stable, long-term residents due to the expansion of STVRs undermines community cohesion, leading to hollowed-out neighborhoods, declining school enrollments, and the erosion of the social and economic fabric that sustains vibrant, livable communities;
THEREFORE BE IT RESOLVED, that the Point Loma/ Ocean Beach Democratic Club supports policies that preserve and protect residential housing units for long-term residential use by limiting the number, density, and type of short-term vacation rentals permitted in the City of San Diego, ensuring that housing remains accessible and affordable for San Diego residents; such as increasing the minimum night stay to 10 days, and
BE IT FURTHER RESOLVED, that the Point Loma/ Ocean Beach Democratic Club urges the San Diego City Council and Mayor to strengthen enforcement of existing short-term rental regulations, prioritize the preservation of residential neighborhoods, and adopt comprehensive measures to prevent the displacement of long-term residents and promote stable, sustainable communities for current and future generations.
