Suggested script:
Hi! My name is ________ and I live in district ____. (Find your district) I urge you to oppose continuing to use Flock ALPR systems in San Diego.
There are many other options for helping solve crimes than Flock.
San Diegans’ data should only exist here in San Diego, under the lock and key of San Diegans, and under the legal protections of our city.
The experts on the Privacy Advisory Board have said to CEASE USE of Flock until 31 different protections are added, which includes GETTING A WARRANT TO SEARCH FLOCK DATA.
San Diego’s surveillance laws do not exist to enable dangerous technology to stay on our streets. Our laws exist to empower city leaders like you to reject technology when it turns dangerous.
Our city’s policies for Flock failed to prevent our data from illegally escaping our control, and they are failing to provide transparency on how Flock is used. Our protections from Flock are weak, not strong.
Flock is part of the umbrella of dangerous mass surveillance technologies funded by Peter Thiel and being used by President Trump to ignore the law and violate the constitution.
City leaders who vote for Flock are voting for Trump’s immigration raids and Trump’s future aggressions on groups he demonizes.
It is undisputed that police have been sharing our ALPR data with federal agencies in direct violation of policy and California law. It is undisputed that federal agencies have accessed Flock data directly, to support federal immigration raids.
Flock keeps information on our locations and photographs of our cars under their own the control of an irresponsible tech company. Flock makes me unsafe because:
Tell your community’s story
Is your community afraid to go to work? Afraid to go to protests, which is your Constitutional right? Afraid for family members vulnerable to ICE?
What could happen if federal law enforcement gets this information?
What could happen if out-of-state prosecutors get this information?
How does this impact you and your loved ones?
A vote for Flock is a vote for Trump’s allies. Flock is a Silicon Valley-style company with untrustworthy investors like Trump supporter Peter Thiel.
Police in Texas performing a “death investigation” of a “nonviable fetus” used Flock to run a nationwide search for a woman who self-administered an abortion, and they discussed prosecuting the woman. Flock lied and claimed it was a missing person investigation.
Flock is not a trustworthy company. Flock also disobeyed Evanston, Illinois and put up their cameras in the city after the City ordered the system shut down. Flock lied to Colorado government officials about having a pilot program with Customs and Border Patrol, giving them direct database access. Journalists had to discover the truth.
My family, friends and community are hurting because of Trump’s rogue federal agents abducting people throughout San Diego. Flock enables this to happen and must be stopped to protect San Diegans.
Your approval of this technology will mean that you Council are complicit in these abductions. There is no real way to protect our data from getting in the hands of federal immigration enforcement with Flock.
City of San Diego has already demonstrated it cannot properly control the Flock system, which resulted in a data breach of our data in January 2024. No one has been held accountable for that data breach.
I don’t trust a company that is innovating drones and creepy AI tools on innocent people’s data. Shut down Flock.
The experts you appointed to the Privacy Advisory Board found a lot of problems with Flock and recommended that Flock use should CEASE. Stop collecting our data immediately, and take down Flock ALPR cameras in San Diego.
No City or state policy can make Flock safe. Even if our city policies are strict, Flock is obligated to comply with court orders and subpoenas from the federal government. They told you this in June 2025.
Flock is not invested in real public safety. Their responsibility to investors is to generate revenue per police officer. They have no economic incentive to create real safety.
Cities across the country including Austin, Texas, Denver, Colorado, Oak Park Illinois, Sedona, Arizona and others have voted to reject Flock. It is time for San Diego to do the same.
