County Democratic Party Chair Jess Durfee filed a formal complaint today with the San Diego Ethics Commission, charging Republican City Councilman Carl DeMaio and one of his top campaign operatives with illegally coordinating with third parties to avoid financial disclosure laws and city contribution limits.
